В статье анализируются вопросы состояния и развития производственного сектора учреждений ФСИН России, как особой социально-экономической системы, в которой хозяйственная эффективность не может рассматриваться отдельно от целей исправления осужденных и гарантий соблюдения прав человека. Обосновано, что превращение исправительных учреждений в эффектив ныеэкономические площадки возможно не путем расширения принудительного компонента труда, а через модернизацию производственной базы, профессиональное обучение, прозрачную оплату труда, правовой контроль условий занятости и создания устойчивых каналов взаимодействия с государ ственными, муниципальными и частными заказчиками

The article examines the development of the production sector of institutions of the Federal Penitentiary Service of Russia as a specific socio-economic system in which economic efficiency cannot be separated from the aims of correction and guarantees of human rights. It is argued that correctional colo nies canbecome effective economic platforms notthrough expansion of coercive labour practices, butthrough modernization of production facilities, vocational training, transparent remuneration, legal control over working conditions, and stable cooperation with public, municipal, and private customers. The article proposes a model of lawful production integration of penal institutions into the economy based on labour adaptation, market demand, technological renewal, independent supervision, and prevention of exploitation of convicted persons
