В статье рассматриваются правовые и организационные аспекты цифровой трансформации патрульно-постовой службы полиции в современных условиях. Обосновывается, что внедрение цифровых технологий в деятельность ППСпредставляет собой не только техническое обновление служебной деятельности, но и комплексное изменение организационных механизмов управления, профилактики правонарушений, документирования полицейских действий и информационного взаимодействия между подразделениями органов внутренних дел. Анализируются нормативные основы цифровизации ППС, включая положения законодательства о полиции, об информации, информационных технологиях и защите информации, о персональных данных, а также ведомственные акты МВДРоссии. Особое внимание уделяется использованию цифровых средств видеофиксации, навигации, электронного документооборота, аналитических платформ и иных информационных решений в процессе несения патрульно-постовой службы. Выявляются основные проблемы цифровой трансформации ППС, связанные с фрагментарностью правового регулирования, необходимостью соблюдения баланса между эффективностью полицейской деятельности и защитой прав граждан, а также недостаточной организационной и кадровой готовностью к полноценному внедрению цифровых инструментов. Формулируется вывод о необходимости комплексного совершенствования нормативной базы, организационных процедур и профессиональной подготовки сотрудников ППС в целях обеспечения законности и повышения эффективности деятельности патрульно-постовой службы в цифровой среде

This article examines the legal and organizational aspects of the digital transformation of the patrol police service in the current context. Itargues that the introduction of digital technologies into patrol police operations represents notonly a technical upgrade to official activities butalso a comprehensive change in the organizational mechanisms for management, offense prevention, documentation of police actions, and information exchange between departments of internal affairs agencies. The article analyzes the regulatory framework for the digitalization of the patrol police, including provisions of legislation on the police, on information, information technology and information protection, on personal data, aswell asdepartmental regulations of the Ministry of Internal Affairs of Russia. Particular attention is paid to the use of digital video recording, navigation, electronic document management, analytical platforms, and other information solutions in patrol police operations. The article identifies the keychallenges of the digital transformation of the patrol police, related to the fragmentation of legal regulation, the need to maintain a balance between the effectiveness of policing and the protection of citizens’ rights, and insufficient organizational and personnel readiness for the full implementation of digital tools. A conclusion is drawn on the need for a comprehensive improvement of the regulatory framework, organizational procedures and professional training of patrol and post service personnel in order to ensure the legality and improve the efficiency of the patrol and post service in the digital environment
