В статье на примере Российской империи раскрыта взаимосвязь между развитием системы управления на всех уровнях и обеспечением устойчивости государства. Показано, что способность государства успешно противостоять внутренним и внешним угрозам в немалой степени зависит от эффективности осуществления управления. Дана характеристика политике Российской империи по совершенствованию системы управления в ХIХвеке. Выявлены факторы, повлиявшие на недостаточную эффективность управления в дореволюционный период. Сделан вывод, что недостаточная устойчивость государства, связанная с несовершенством системы управления, привела к его гибели в 1917 году

Using the example of the Russian Empire, the article reveals the relationship between the development of the management system at alllevels and ensuring the sustainability of the state. It is shown that the ability of the state to successfully counter internal and external threats depend to a large extent on the effectiveness of management. The article describes the policy of the Russian Empire to improve the management system in the nineteenth century. The factors that influenced the lack of management efficiency in the pre-revolutionary period have been identified. It is concluded that the insufficient stability of the state, due to the imperfection of the management system, led to itsdemise in 1917
