Актуальность темы обусловлена ростом числа резонансных случаев массового содержания животных в жилых помещениях, приводящего к их длительным стра даниям и санитарным рискам для окружающих. В статье рассматриваются законодательные инициа тивы, направленные на введение количественных ограничений содержания домашних животных, реги ональный опыт установления нормативов площади на одно животное, а также американская практика квалификации хординга как самостоятельной формы жестокого обращения. Результаты исследования показывают, что российское законодательство находится на этапе формирования режима обращения с животными, который станет основой для привлечения к ответственности за накопительство. Выяв лено, что одних количественных нормативов недостаточно — необходим комплексный подход, вклю чающий учёт и маркирование животных, ветеринарный контроль, а также участие психиатрических и социальных служб</p></abstract><abstract xml:lang="en" abstract-type="summary"><p>This article examines the classification of pethoarding asanimal cruelty in contemporary Russian law. The topic is relevant given the growing number of high-profile cases of mass animal hoarding in residential premises, leading to prolonged suffering and public health risks. The article examines legislative initiatives aimed at introducing quantitative restrictions on petownership, regional practices in establishing space standards peranimal, and the American practice of classifying pethoarding as an independent form of cruelty. The study’s results demonstrate that Russian legislation is currently developing a regime for the treat ment of animals that will serve as the basis for prosecution for hoarding.
