В статье обосновывается необходимость внедрения военно-прикладных модулей в учебный процесс не только образовательных организаций МВД России, но и территориальные органы внутренних дел в условиях современных вызовов (рост террористических угроз, чрезвычайные ситуации, режимы контртеррористической операции и военного положения). На основе анализа нормативных правовых актов и ведомственных требований к профессиональной подготовке сотрудников ОВД выявлены пробелы между нормативно ожидаемыми компетенциями и фактическим содержанием учебных программ. Предложена модель интеграции военно-прикладных элементов (тактика малых групп, огневая подготовка в сценариях особого порядка, первая помощь в условиях огневого контакта, психологическая устойчивость) в систему подготовки курсантов, слушателей учебно-образовательных учреждений МВД России и сотрудников ОВД, проходящих службу в различных подразделениях системы МВД России. Сформулированы организационные механизмы внедрения (учебно-полевые учения, межведомственные тренировки), а также критерии оценки эффективности (рост практических показателей, снижение ошибок в смоделированных особых условиях, увеличение доли аттестованных сотрудников). Научная новизна заключается в разработке матрицы военно-прикладных модулей, привязанной к профессиональным компетенциям ОВД.

The article substantiates the need to introduce military-applied modules into the training process not only of educational institutions of the Ministry of Internal Affairs of Russia, but also of territorial internal affairs bodies in the context of contemporary challenges, including growing terrorist threats, emergency situations, counter-terrorist operation regimes, and martial law. Based on an analysis of regulatory legal acts and departmental requirements for the professional training of internal affairs officers, gaps have been identified between the competencies prescribed by regulations and the actual content of training programmes. A model is proposed for integrating military-applied components—small-unit tactics, firearms training in special operational scenarios, first aid under fire, and psychological resilience—into the training system for cadets, trainees of educational institutions of the Ministry of Internal Affairs of Russia, and internal affairs officers serving in various units of the Ministry of Internal Affairs of Russia. The article formulates organizational mechanisms for implementation, including field exercises and interagency training, as well as effectiveness assessment criteria: improved practical performance, fewer errors in simulated special-condition scenarios, and an increased proportion of certified personnel. The scientific novelty of the study lies in the development of a matrix of military-applied modules linked to the professional competencies of internal affairs officers.
